Parks and flood-control engineers with the City of Napa Parks and Recreation Services Department and river stewards from the Napa County Resource Conservation District dedicated an accessible floating kayak and paddleboard launch pier, a tiered redwood riparian overlook deck, and native willow bank stabilization on Sunday afternoon along the Napa River bend at Oxbow Commons at 1268 McKinstry Street in downtown Napa. Created as part of Napa's nationally acclaimed living-river flood protection corridor just steps from the Oxbow Public Market and Napa Valley Vine Trail, the thirteen-acre riverside park hosts concerts, community festivals, and daily river recreation.
Previously, paddlers carrying kayaks down from McKinstry Street had to scramble across steep riprap boulders that became slick during winter tides. Engineered to rise and fall smoothly across a fourteen-foot tidal and winter flood-stage range without obstructing main-channel river flow, the new 45-foot-by-16-foot marine aluminum floating dock rides on two recessed high-strength steel guide pilings tucked into an eddy cove.
A 70-foot articulated ADA gangway leads down to a submerged V-roller kayak and stand-up paddleboard cradle equipped with overhead stainless-steel transfer bars and a hinged wheelchair transfer bench. Directly above the high-water mark on the upper bank, carpenters built a 1,800-square-foot tiered FSC-certified redwood amphitheater deck with solar step lighting overlooking the restored cottonwood and tule marsh bend.
The $430,000 Oxbow river access project was approved by the Napa City Council using California State Coastal Conservancy Bay Area Waterway grant funds and Measure A flood-park maintenance reserves. Paddlers can check river trail maps on the City of Napa Parks & Recreation Portal.
